So the part that we had machined turned out fine and it fit perfectly. We fitted the new housing for the upper bearing outer race into the frame usinng a piece of all-thread and some steel plates to even out the applied pressure. It slid in with no trouble at all. It is currently secured with JB Weld and will be more permanently attached later.

We tested it with a new steering stem and there is no tightness or binding in the full range of motion. Good news. The rest of the parts are on their way.
